Etsy DDP Japan: DDP Shipping from Japan to the US

If you sell from Japan to US buyers, your DDP label must be bought outside Etsy — Etsy sells shipping labels only to sellers in the US, Canada, the UK and Australia — and the one route needing no carrier account is a Japan Post label with duty prepaid through the Zonos Prepay app. Etsy has expected DDP on US orders since July 9, 2026; nothing is blocked, the penalty is money. Routes and costs verified July 15–16, 2026.

What changed for Japan sellers

  • August 29, 2025 — the $800 de minimis exemption ended for every country (EO 14324), so every US-bound parcel is dutiable. Japan Post had stopped taking goods over $100 two days earlier.
  • February 2026 — two changes: on the 24th a flat 10% Section 122 surcharge landed on top of your normal MFN rate, replacing the IEEPA tariffs the Supreme Court struck down (CBP CSMS #67844987); on the 28th the transitional postal flat fee ($80/$160/$200 per item) ended.
  • April 14, 2026 — Japan Post reopened the US lane, conditionally: a dutiable shipment up to $800 is accepted only if you prepay duty to CBP through a qualified operator before posting, items under $100 included. Above $800 it goes unprepaid and the US collects instead.
  • June 24, 2026 — CBP made the framework durable with two interim final rules (FR 2026-12670 non-postal, FR 2026-12669 postal); de minimis returns under no scenario. Japan Post announced Ship&co-generated prepaid labels the same day.
  • July 9, 2026 — Etsy began expecting DDP on US orders from non-US sellers, priced in upfront so buyers pay in full at checkout.
  • July 24, 2026 — the 10% surcharge expires at 12:01 a.m. EDT, ending its 150-day statutory life. Only Congress could extend it; no bill has advanced as of July 19, 2026 and no replacement is published. Postal shipments move to a new informal entry process that morning.

Costs are as of mid-July 2026; duty figures use the rate in force through July 23 — read the July 24 question before repricing. Japan Post does not publish the Zonos fee; unofficial July reports put it near $3.99 plus 10% of the duty.

Six more routes — FedEx Japan (duty billed to sender: a Duty and Tax Forwarding Fee, the greater of $15 or 2% of duty, tax and MPF up to $800 of customs value, $29 or 2% above, in force since January 5, 2026), UPS Japan (¥2,700 forwarding surcharge), Easyship, Japan Post’s UGX channel, eLogi for eBay sellers and Zonos Landed Cost for Shopify — sit with eleven dead ends in the free DDP Route Matrix.

One FedEx trap: the carrier runs two separate fees for fronting duty and most quotes online mix them up. The Duty and Tax Forwarding Fee above is the one that lands on a bill-sender label, where the duty payer sits outside the destination country — that is you. The Disbursement Fee, the greater of $15 or 2% and rising to $17.50 or 2.5% on July 20, 2026, is the other one: it applies when the duty is collected from your US buyer instead. FedEx Japan has announced that both fees are being revised from July 20, 2026 without publishing the new forwarding figure, and the schedule sits behind an account login — so check the line on your first invoice after that date.

What does NOT work

  • Etsy Shipping Labels — not sold to Japanese sellers, so the label comes from outside and tracking goes in by hand or through Ship&co.
  • Yamato International TA-Q-BIN — DDU only for retail senders: US duties are the recipient’s, billing them back needs a corporate contract, and since June 2, 2025 an ICOD fee of $12 per parcel applies where the recipient has not paid before delivery.
  • Sagawa — no duty-prepaid option, duties fall on the recipient, and shipping needs a customer account. Its Global Post product to the US is suspended since August 26, 2025.
  • DHL or UPS paid by card with no account — UPS states such shipments go DDU only, and DHL’s DTP billing is tied to an account. Opening either is free.

What Etsy actually enforces

Etsy expects non-US sellers to price duties and import fees in upfront through DDP. A DDU parcel is not blocked; the penalty is financial. Those orders lose Etsy Purchase Protection, and if a carrier charges your buyer tariffs or collection fees, the buyer can be refunded and the charge deducted from you. DDP-to-US also entered Etsy’s ranking disclosures on October 16, 2025, though the effect is reckoned small.

The tooling has not caught up. There is still no DDP toggle — DDP comes from picking a carrier service that supports it (Etsy names UPS, FedEx and DHL). With Etsy Labels unavailable here, Ship&co is the practical substitute. The Zonos-powered estimator is a pricing calculator, not a DDP mechanism, and as of July 18, 2026 it still fails on listings with variations. Etsy’s buyer-facing help still tells buyers they are responsible for customs costs — say the opposite in your listings.

Where DDP is genuinely not available, Purchase Protection keeps an exception at Etsy’s sole discretion: explicit buyer consent through Etsy Messages plus an accurate estimate of the charges. Etsy may verify it, and the buyer loses the right to dispute — unlikely from Japan.

Selling to the EU too?

Since July 1, 2026 every B2C consignment up to €150 entering the EU carries a flat €3 customs duty per tariff line — not per parcel, not per unit (Regulation (EU) 2026/382). Five identical prints are one line, so €3; a print plus a candle, €6. The declarant pays: you through the label, or your buyer at the door on DDU. Etsy does not collect it at checkout. FAQ

How much duty will a US order carry? As of mid-July 2026, the normal MFN rate for your HTSUS line plus the 10% Section 122 surcharge. Informational materials — posters, photographs, artworks — sit outside the surcharge under HTS line 9903.03.11, and every line under heading 4911.91 is Free, so a typical art print carried a 0% line on July 16, 2026. Check the duty line on your first labels: practice on decorative giclée prints is not settled.

I have read the surcharge was raised to 15% — is that right? No. Several logistics sites publish that headline, but no proclamation raised the rate. 15% is the ceiling the statute puts on a Section 122 surcharge — “not to exceed 15 percent ad valorem” (19 U.S.C. §2132) — not the rate in force, which stays 10% until expiry (CBP CSMS #67844987).

What actually happens on July 24, 2026? The surcharge lapses at 12:01 a.m. EDT, taking the informational-materials exemption with it. USTR has proposed a Section 301 schedule (FR 2026-11296) — 10% for 14 economies, 12.5% for the remaining 46, Japan in the 12.5% band — but as of July 19, 2026 there is no final action and no effective date, so do not reprice against it. Postal shipments up to $2,500 also move to a monthly Pay.gov worksheet due by the 7th; first payment August 7.
