Etsy DDP from the United Kingdom to the US: What Works

If you sell from the United Kingdom to US buyers on Etsy, the shortest working path is Etsy Labels with Royal Mail International Tracked DDP: the duty is charged when you buy the postage, plus 50p handling, and your buyer pays nothing at the door. The UK is the only origin country in our matrix with DDP built into Etsy’s own label purchase. Set the delivery profile, put an HS code and country of origin on every listing, then reprice.

What changed for United Kingdom sellers

  • August 29, 2025 — the $800 de minimis exemption ended for all countries (EO 14324); every parcel entering the US is now dutiable.
  • February 24, 2026 — a flat 10% Section 122 surcharge began applying on top of your product’s normal (MFN) rate, after the Supreme Court struck down the IEEPA country tariffs (CBP CSMS #67844987).
  • February 28, 2026 — the transitional postal flat fee ($80/$160/$200 per item) ended; postal parcels pay ordinary ad valorem rates.
  • June 24, 2026 — CBP published two rules making the suspension effectively permanent. They are interim final rules, comments closing July 24.
  • July 9, 2026 — Etsy began expecting DDP on US orders. Not a block; the enforcement is financial.
  • July 24, 2026 — Section 122 expires by operation of law at 12:01 a.m. EDT, its 150-day statutory limit. Only Congress could extend it, no bill has advanced, and what replaces it has not been published. A new US postal informal entry process starts that morning.

Free DHL Express, UPS and FedEx accounts also bill duties to you rather than your buyer (DHL’s Duty Tax Paid fee: 2% of fiscal charges, minimum £16.00). But postal PDDP usually wins at micro scale, because express fees carry floors — on a bill-sender label FedEx charges a Duty and Tax Forwarding Fee, the greater of $15 or 2% of duty, tax and MPF up to $800 customs value (the tiered figures in pounds on FedEx’s UK site are its Disbursement Fee for parcels arriving in Britain, a different charge).

What does NOT work

  • Parcelforce Worldwide to the US — stopped generating US labels on August 26, 2025; senders are routed to Royal Mail OBA PDDP codes.
  • Evri labels bought inside Etsy for US orders — suspended since August 25, 2025 until Evri-in-Etsy supports DDP; no reactivation confirmed as of mid-July 2026. Booking Evri directly still works.
  • DPD UK — its US option in aggregators is “Pre-Entry DDU”: duty collected from the recipient before departure. Not DDP.
  • DHL Express guest checkout, and UPS paid by card without an account — without a DHL account you can’t pay duties instead of the receiver; without a six-digit UPS payment account they fall on the recipient. Both accounts are free to open.

What Etsy actually enforces

Since July 9, 2026, Etsy expects non-US sellers to cover duties and import fees upfront in their pricing using a DDP option. Nothing blocks a DDU shipment — the penalty is money. Such orders lose Purchase Protection, and if a carrier charges your buyer tariffs or collection fees, the buyer can be refunded and the charge is deducted from you. DDP-to-US also entered Etsy’s ranking disclosures on October 16, 2025 — a small effect at most.

The tooling hasn’t caught up. As of July 18, 2026 there is still no DDP toggle: DDP comes from picking a carrier service that supports it, and Royal Mail International Tracked DDP is the only DDP label inside Etsy anywhere (Etsy names UPS, FedEx and DHL as DDP carriers). The Zonos-powered estimator still does not work on listings with variations, so enter HS codes yourself on every variation. Etsy’s buyer-facing help still tells buyers they are generally responsible for customs costs — say the opposite plainly in your listings.

Where DDP genuinely isn’t available, the policy keeps a formal exception at Etsy’s sole discretion: the buyer’s explicit consent through Etsy Messages plus an accurate estimate of the charges. Etsy may verify DDP was unavailable, and the buyer gives up the right to dispute those charges.

Selling to the EU too?

Since July 1, 2026 every B2C consignment up to €150 entering the EU carries a flat €3 customs duty per tariff line — not per parcel, not per unit. Five identical prints are one line, so €3; a print plus a candle, €6. The declarant pays — you via the label, or your buyer at the door if you ship DDU. Etsy has confirmed it does not collect the €3 at checkout — it lands at label creation or on the buyer at delivery. It runs to July 1, 2028. FAQ

Do I have to use Royal Mail to ship DDP from the UK? No — it’s just the only DDP label sold inside Etsy. Evri, Parcel2Go and free courier accounts all work; you buy the label off-platform and add tracking manually.

How much duty will a US order carry? As of mid-July 2026, your product’s normal MFN rate plus the 10% Section 122 surcharge. Informational materials — publications, posters, photographs and artworks under HTS 9903.03.11 — are exempt, so a typical art print carries no 10% line. Check your own duty line rather than assuming 10% shop-wide.

I’ve read the surcharge was raised to 15% — is that right? No. Logistics sites are publishing it, but no proclamation ever raised the rate. 15% is the cap the statute puts on a Section 122 surcharge — “not to exceed 15 percent ad valorem” (19 U.S.C. §2132) — not the rate in force. It stays 10% until expiry (CBP CSMS #67844987).

What changes for postal shipments on July 24, 2026? Shipments up to $2,500 move to a new informal entry process: instead of being collected at delivery, duty is filed on a monthly worksheet with 10-digit HTS codes and paid via Pay.gov by the 7th of the following month — first payment due by August 7. The deferred-compliance window to October 22, 2026 covers only PGA-regulated goods and Chapter 98/99 duties and claims, not ordinary parcels. Section 122 expires the same morning; what replaces it hasn’t been published, so don’t reprice on a guess.
