What Is DDP Shipping on Etsy? DDP vs DDU Explained

DDP (Delivered Duty Paid) means the import duty on a US order is paid by you, so your buyer pays one total at checkout and nothing at the door. DDU — its current Incoterms name is DAP, Delivered At Place — is the opposite: the parcel arrives and the carrier asks your buyer for duty plus a collection fee before handing it over. Since July 9, 2026, Etsy expects non-US sellers to use a DDP option on US orders. It is not an order block — the penalty is financial. Non-DDP orders lose Purchase Protection, and duty your buyer gets refunded for is deducted from you.

DDP vs DDU/DAP, in seller terms

This reaches every non-US seller because the $800 de minimis exemption is gone: it ended for all countries on August 29, 2025 (EO 14324).

DDP itself works two ways. Either duty is prepaid on the label, collected when you buy the postage, or it is billed back to your account: the courier advances the duty and invoices you afterwards plus a disbursement fee. As of mid-July 2026 each of those fees carries a floor — DHL Express Duty Tax Paid is 2%, minimum £16.00 in the UK and €17 in Germany; UPS Germany lists a flat €25.10 per shipment. FedEx runs two separate fees and most quotes online mix them up: on a bill-sender label, where the duty payer sits outside the destination country, you pay the Duty and Tax Forwarding Fee — the greater of $15 or 2% of duty, tax and MPF up to $800 customs value, $29 or 2% above (since January 5, 2026). The tiered figures in pounds or euros you may find on FedEx’s national sites are the Disbursement Fee for parcels arriving in that country, not for your US-bound shipment. The floor is what sellers miss: on a light, cheap order it can exceed the duty.

What Etsy changed on July 9, 2026

Etsy’s VP of Customer Operations announced it on June 9, 2026: from July 9, sellers are expected to account for all their costs, including duties and import fees, upfront in their US pricing by using a DDP shipping option. Three consequences follow, none of them a block:

1. Purchase Protection. Orders shipped without duties prepaid no longer qualify — cover for lost and damaged parcels disappears on the orders most likely to go wrong.
2. Payout deductions. If a carrier charges your buyer tariffs or collection fees, the buyer is eligible for a refund and the charge is deducted from you. Shipping DDU does not save the duty; it adds a collection fee on top.
3. Search ranking. Etsy quietly added DDP-to-US to its Search, Advertisement and Recommendation Ranking Disclosures on October 16, 2025 — before the mandate. The effect is read as small, on a par with the old free-shipping signal, but it is a documented ranking input.

The official exception: when DDP is “genuinely not available”

Etsy’s Purchase Protection policy keeps a formal escape hatch: Etsy may, at its sole discretion, recognize limited exceptions where a DDP option is genuinely not available. Four conditions:

1. The buyer’s explicit consent through Etsy Messages about possible charges on delivery, before you ship.
2. An accurate estimate of those charges.
3. Etsy may verify that DDP really was unavailable.
4. The buyer gives up the right to dispute those charges.

This is the only official protection against payout deductions, so document which carriers you checked and when. “Sole discretion” means the burden is yours.

Why this is harder than it should be

As of July 16, 2026 the tooling gap was still open:

• There is no DDP toggle. You do not switch DDP on in shipping settings — you get it by picking a carrier service that supports it. Etsy’s named DDP carriers are UPS, FedEx and DHL; postal DDP options are expected “in the coming months.”
• Etsy Labels are not universal. They exist only for sellers in the US, Canada, the UK and Australia, and inside Etsy there is exactly one DDP label: Royal Mail International Tracked DDP, for UK sellers, since November 2025. US-bound Etsy labels via Australia Post, Canada Post and Evri are suspended, so Canadian and Australian sellers have no in-Etsy DDP path at all.
• The tariff estimator is beta and partial. The Zonos-powered estimator in the listing form still does not work on listings with variations, and the help article does not document that limit. Etsy does not guarantee accuracy, HS codes are AI-generated, and some country/category combinations return blank or wrong figures.
• Buyer-facing help still says the opposite. Etsy’s article on customs charges opens by telling buyers they are generally responsible for the additional costs, with the DDP explanation further down.

The cost is concrete: in early July a German seller had a US buyer refuse a roughly $300 order after the courier asked for about $270 at the door. Full refund, US sales paused.

How to actually get DDP

In rough order of how little setup they need:

1. A DDP label sold inside your platform, where one exists. UK sellers can buy Royal Mail International Tracked DDP in Etsy Labels: duty is collected when you buy the postage, plus 50p handling. At 2026 retail rates a tracked small parcel up to 1 kg is £29.55, a large letter up to 500 g £15.40; the Etsy Labels rate can differ, so check it in the UI.
2. A free courier account with duties billed to you. DHL Express, UPS and FedEx all let you flag duties to the shipper — available almost everywhere, but mind the minimums.
3. A reseller or aggregator that collects duty at booking, with no contract: Parcel2Go in the UK, TransGlobal Express in Germany — but TransGlobal does not offer DDP by default: email their support to activate it before your first booking, and get the value cap and the point at which duty is collected confirmed in writing.
4. Postal DDP, where the national post has it. Deutsche Post DHL’s PDDP add-on is €2 per item, but sits behind a business contract with a 200-shipments-a-year threshold.

One trap: Packlink is an official Etsy shipping partner, but its labels are DDU — after July 9 that is a direct route to a deducted payout.

What July 24, 2026 changes

Since February 24, 2026, most US imports have carried a 10% Section 122 surcharge on top of the normal duty rate (CBP CSMS #67844987). Not everything: HTS line 9903.03.11 exempts informational materials — posters, photographs, artworks — so a typical UK- or Germany-origin art print carries no surcharge and clears at 0% MFN today. Check your own duty line rather than assuming 10%, and note the exemption dies with §122 on July 24. The surcharge expires by operation of law at 12:01 a.m. EDT on July 24 — the 150-day statutory limit — and only an Act of Congress could extend it. What replaces it has not been published, so do not reprice on a guess. No proclamation has modified the rate since it was set, so ignore secondary logistics sites reporting an increase.

The same morning, a new postal informal entry process starts for shipments up to $2,500: duty stops being collected at delivery and moves to a monthly worksheet with 10-digit HTS codes, paid via Pay.gov by the 7th of the following month (detail here). What does not change either way: de minimis stays abolished, and Etsy still expects DDP.

FAQ

Is DDP mandatory on Etsy? Not as a block — Etsy will not stop you shipping DDU. Enforcement is financial: no Purchase Protection on non-DDP orders, buyer refunds deducted from you, plus a ranking input since October 16, 2025.

What is the difference between DDP and DDU on Etsy? Under DDP you settle the duty before delivery and your buyer pays one total at checkout. Under DDU (now DAP) the carrier collects duty plus a fee at the door — the case Etsy now charges back to you.

Can I just raise my prices and keep shipping DDU? No. Adding duty to your price prepays nothing at the border, so the carrier still bills your buyer on delivery and you can be charged for the refund. Prepayment has to happen on the shipment.

What if no DDP option exists from my country? Use the documented exception, and keep proof of which carriers you checked. Before assuming there is no route, check the live matrix — several countries have off-platform DDP where Etsy Labels do not exist.

Will duties drop on July 24? The surcharge expires that morning, but what replaces it has not been published, and your landed cost also depends on your HS code and country of origin. We publish the confirmed answer once the notices are checked.
