Etsy 3 Euro EU Fee: Who Pays It and How to Cover It
Etsy does not collect the EU’s €3 import duty at checkout — it confirmed that on June 25, 2026, and the position had not changed at our July 15 check. On an EU-bound order the €3 per tariff line lands either on you when you buy a prepaid-duty label, or on your buyer at the door. That makes it your pricing problem, not a line the platform handles for you.
What Etsy confirmed, and what it left to you
Since July 1, 2026 every B2C consignment worth up to €150 entering the EU carries a flat €3 customs duty, charged per tariff line on the customs declaration, not per parcel and not per item — Council Regulation (EU) 2026/382 of February 11, 2026. It runs until July 1, 2028.
Legally the declarant pays: you, your IOSS holder, or the carrier acting as indirect representative — not the buyer at checkout. Etsy stated on June 25 (reported June 26) that it does not collect the €3 there: it lands at label creation, or in some cases on the buyer at delivery. eBay is in the same position and warns sellers directly; Shopify does collect at checkout.
Etsy’s settings don’t close the gap either. There is no DDP toggle — DDP is a property of the carrier service you pick, and the carriers Etsy names for it are UPS, FedEx and DHL; postal DDP options are expected in the coming months. It is €3 per tariff line — not per parcel, not per item
This is the mechanic most sellers get wrong. Under Commission guidance of June 8, 2026, identical goods aggregate into one line: five identical t-shirts = €3; a t-shirt plus a watch = €6. One nuance: H1 declarations group by 10-digit TARIC code, H6/H7 at a higher level — so the same parcel can total differently depending on which type your carrier files. The scope, as of mid-July 2026:
- Consignments up to €150 intrinsic value (goods, excluding separately stated shipping), regardless of VAT arrangement — IOSS, Special Arrangements or standard.
- C2C gifts up to €45 are exempt — but a marketplace sale is never a gift, so relabelling is not an option.
- Orders paid before July 1 but imported after are caught.
- Above €150 there is no €3 and no IOSS lane: import VAT plus the regular EU tariff apply from the first euro.
- Shipping from stock inside the EU? No customs border, no import, no €3 — this page is about goods entering the EU.
Where the €3 actually lands, by shipping method

Collection at label purchase is the dominant model. As of mid-July 2026: USPS runs “Prepaid Import Duties” to roughly 19 destinations, adding a third-party fee whose size is not published; Royal Mail is extending PDDP to EU destinations; the International Post Corporation launched a DDP solution for postal operators on July 1. Rollout was still uneven at our July 15 check.
Two channels closed rather than adapted. Canada Post suspended acceptance to 12 EU countries around July 1–2, keeping only destinations where DDU still works (Poland, Latvia, Sweden). DHL suspended Globalmail UK→EU from June 24 (reported; medium confidence). No receiving post (La Poste, PostNL, Correos) had added a €3 surcharge of its own at the July 15 check — not the same as saying none will.
The IOSS fork: do you need your own number?
Selling only on Etsy → no. For EU orders up to €150 Etsy is the deemed supplier: it collects the buyer’s VAT at checkout and remits it under its own IOSS number. Buy the label through Etsy and the number travels electronically with the customs data; anywhere else, pass it to the carrier electronically only — never printed on the parcel, since those get harvested and abused.
Selling on your own site or Shopify too → yes, in some form. Three paths: your own IOSS registration, which as a non-EU seller means appointing an EU-established intermediary who files monthly and is jointly liable (Norway holds the only mutual-assistance exemption); a pay-per-parcel IOSS provider, cheapest at low volume; or DDU, which is legal and the worst buyer experience.
IOSS does not exempt you from the €3. IOSS is a VAT scheme; the €3 is a customs duty, outside the IOSS return. What IOSS buys is clearance speed — centralized clearance is only available with it. The working combination: IOSS for the VAT plus a label that collects the duty at purchase.
Two scams to know: anyone selling you “an IOSS number” to use immediately is selling someone else’s, and every parcel riding on it stops once it’s flagged; anyone telling you to run own-website orders on Etsy’s IOSS number is describing VAT fraud.
If you or your agent become the declarant, member states want paperwork first: Germany a payment-deferment account (Zahlungsaufschub) via your Hauptzollamt, France a numéro de crédit in DELTA H7 plus a SIREN. The Germany and UK playbooks cover country setup.
The repricing math
€3 sounds trivial until you see the line it sits on: on a €12 sticker sheet, it is a 25% duty.
- Gross up for fees, not just for the duty. If you raise the item price, Etsy’s fees apply to the raise as well. At a combined fee load of about 10.5%, you need €3 ÷ 0.895 = €3.35 on that line’s price to net the €3 back — call it €3.36 to be safe. And 10.5% is a floor: the fixed per-order fee, the regulatory operating fee and VAT on fees push your real rate higher, and a German seller with 19% VAT inside the listed price lands nearer €4.08 per tariff line.
- Consider the shipping line instead. Separately stated shipping stays out of the customs value, and the €150 threshold is measured on intrinsic value — recovering the cost there leaves your goods value where it was. Etsy charges its transaction fee on shipping too, so test rather than assume.
Don’t import the ~€4.60 figures circulating in seller forums into Etsy pricing: that calculation was run on Amazon’s fee stack (one seller’s working gave about €4.62 per unit), not Etsy’s. And don’t shade declared values — undervaluation is customs fraud, and prepaid-duty routes compute duty from the order data the platform already holds.
FAQ
Does Etsy charge the €3 EU fee at checkout? No. Etsy confirmed on June 25, 2026 that it does not collect it there; it lands at label creation or, in some flows, on the buyer at delivery. Still the position at our July 15 check.
Who legally pays the €3 — me or the buyer? The declarant: you, your IOSS holder, or the carrier as indirect representative. Ship DDU and it reaches your buyer before delivery anyway, usually with a carrier handling charge on top — which is where refused parcels come from.
Does an IOSS number get me out of it? No. It applies to consignments up to €150 regardless of VAT arrangement. IOSS covers the VAT and unlocks centralized clearance; the duty is separate.
Does France still add its own €2 fee on top? No. France abolished its €2 charge on July 1, 2026, replaced by the EU-wide €3, and Etsy stopped collecting it on June 30 — no double charge. Italy is reported to have applied a separate €2 administrative fee since January 2026 (secondary sources; confirm with your carrier) — a national measure predating the €3.
What comes after this? A Union handling fee of roughly €2 per parcel is expected around November 2026 (amount and date not yet approved); Product Identifiers become mandatory November 1, 2026. The flat €3 ends July 1, 2028, when the normal tariff applies from the first euro (brackets 0/5/8/12/17%).
Before your next EU order ships
Confirm one thing this week: buy a label for each EU destination you serve and check whether a €3 line appears. If it doesn’t, you’re shipping DDU whether you meant to or not — reprice or pause that lane.
