Etsy DDP Germany: DDP Shipping from Germany to the US

If you sell from Germany to US buyers, you need a shipping route that settles US import duty before delivery — and from Germany that is never a post office counter and never an Etsy label. Etsy has expected a DDP option on US orders since 9 July 2026, and Etsy Shipping Labels are not sold to German sellers — DDP is bought outside Etsy. The cheapest route, DHL’s Postal Delivered Duty Paid at €2.00 a parcel, needs a business contract; below that threshold, three no-contract options remain.

What changed for Germany sellers

• 29 August 2025 — the $800 de minimis exemption ended for every country (EO 14324). Every commercial parcel into the US owes duty.
• 28 February 2026 — the postal flat fee stopped. The transitional $80/$160/$200-per-item option is gone; duty is ad valorem only.
• 24 June 2026 — CBP made the framework durable with two interim final rules (FR 2026-12670 and 2026-12669) on its own authority — interim rather than final, but de minimis is not returning.
• 1 July 2026 — the EU’s €3 charge started on consignments up to €150 entering the EU (Council Regulation (EU) 2026/382), charged per tariff line, not per parcel.
• 9 July 2026 — Etsy began expecting DDP on US orders from non-US sellers. Not a block; enforcement is financial.
• 24 July 2026 — three things land at once: the 10% Section 122 surcharge expires at 12:01 a.m. EDT; the new postal informal entry process begins, with duty moving to a monthly worksheet paid via Pay.gov by the 7th (first payment by 7 August); and DHL raises its PDDP cap from $800 to $2,500.

As of mid-July 2026 your landed duty is the base MFN rate for your 10-digit HTSUS code plus 10% of item value, through 23 July. Prints are the exception — HTS line 9903.03.11 excludes informational materials, so a Germany-origin print on a Free 4911.91 line cleared at 0%. Duty follows where an item was made, not where you post it.

DDP routes from Germany that actually work

Duty is either prepaid at the label, billed to your account after clearance, or billed to a guarantor. A checkout estimate with none of these underneath is not DDP.

Aggregators (Sendcloud, Shippo, ShipStation) do not create DDP — they pass the Incoterm to your own carrier account. Every German route, including the ones to avoid: the free DDP Route Matrix. Fixed fees decide this, not duty rates — €25.10 is fine on a €150 order and ruinous on a €20 one.

What does not work from Germany

• Etsy Shipping Labels — sold only in the US, Canada, the UK and Australia. No native Etsy DDP label exists here.
• Packlink and Packlink PRO — an official Etsy shipping partner, still DDU: the recipient pays customs charges, and if they refuse, those charges are re-billed to you.
• Deutsche Post / DHL retail channels — the counter and online franking take no commercial goods to the US (documents and gifts up to $100 only), and PDDP is not sold to private customers. Warenpost / Kleinpaket International to the US was suspended on 22 August 2025 and left out of the 25 September resumption.
• Guest shipping and the leftovers — UPS by card without an account, DHL ExpressEasy and MyDHL+ guest labels are DDU only; Hermes ended non-EU export on 27 January 2025; DPD and GLS have no US channel.

What the Etsy mandate does to you

Etsy’s announcement of 9 June 2026 expects sellers to account for all their costs, including duties and import fees, upfront in US pricing by using a DDP shipping option. Three consequences:

1. Purchase Protection does not apply to orders shipped without duties prepaid.
2. Payout deductions: tariffs or collection fees charged to your buyer can be refunded to them and deducted from you. DDU adds a collection fee without saving the duty.
3. Ranking: DDP-to-US entered Etsy’s Search, Advertisement and Recommendation Ranking Disclosures on 16 October 2025 — small, but documented.

The tooling gap was still open in mid-July 2026. There is no DDP toggle in shipping settings: DDP comes from the carrier service you pick, and Etsy’s named DDP carriers are UPS, FedEx and DHL. The beta tariff estimator still fails on listings with variations, its HS codes are AI-generated and disclaimed, and Etsy’s buyer-facing help still opens by telling buyers they are responsible for the additional costs.

One escape hatch: at its sole discretion Etsy recognizes limited exceptions where DDP is genuinely not available, if the buyer consents through Etsy Messages to an accurate fee estimate beforehand and waives any dispute. From Germany you will rarely qualify.

Getting it wrong is expensive: in a public case in early July a German seller’s US buyer refused a roughly $300 order after about $270 was demanded at the door — on duty of about $30.

Selling from German stock to EU buyers crosses no customs border, so the €3 charge does not arise — it is an import duty, biting only when goods enter the EU from outside (full mechanics). The US route is the real problem.

FAQ

Do I need a DHL business contract to ship DDP from Germany? No, but it is the cheapest route if you qualify. PDDP is for business customers only, and DHL frames the contract at 200 shipments a year — total DHL volume, domestic included. Registration is free, but since 1 July 2025 business customers also pay a monthly base fee of €7.95–€119.95. Below the threshold: TransGlobal, UPS or DHL Express.

Should I cut my US prices before 24 July? No. The surcharge expires that morning and what replaces it has not been published. USTR has proposed a Section 301 action covering 60 economies — 10% for 14 of them, EU member states and the UK included, 12.5% for the other 46 — but with no final action and no effective date, those rates remain proposals. Ignore the blogs reporting the surcharge “raised to 15%”: no proclamation ever raised it, and 15% is the statutory cap on a Section 122 surcharge (19 U.S.C. §2132) rather than the rate in force. Reprice when the answer is public; the email box below gets it that morning.

How much duty does a typical German Etsy order attract? It depends on your 10-digit HTSUS code and where the item was made. Through 23 July, checked against the USITC schedule on 16 July 2026: candles (3406.00.00) are Free at MFN, so 10%; stoneware mugs (6912.00.44) 10%, so 20%; sterling silver jewelry over $18 a dozen (7113.11.50) 5%, so 15%; art prints (4911.91.40) Free and surcharge-exempt, so 0%.
