Etsy DDP Vietnam: DDP Shipping from Vietnam to the US

If you sell from Vietnam to US buyers, your DDP label has to come from an express carrier account — Etsy Shipping Labels aren’t sold to Vietnamese sellers, and no Vietnamese postal operator offers duty-prepaid delivery to the US. That means DHL Express, UPS or FedEx, booked outside Etsy, with US duty billed back to your account, and tracking pasted into the order by hand or synced through Easyship or Shippo. Etsy has expected DDP on US orders since July 9, 2026.

What changed for Vietnam sellers

• August 29, 2025 — the $800 de minimis exemption ended for every country (EO 14324; CBP CSMS #66065494). ACE stopped accepting Section 321 filings and Entry Type 86; outside the postal network, every shipment needs a formal or informal entry with duty paid. It isn’t coming back in any scenario.
• February 28, 2026 — the postal flat fee ended. During the transition, carriers could choose a flat $80/$160/$200 per item instead of ad valorem duty. After that date only ad valorem remains, so posting a parcel no longer avoids the duty calculation.
• June 24, 2026 — CBP made the repeal open-ended with two interim final rules (FR 2026-12670 for non-postal channels, in force that day; FR 2026-12669 for post, in force July 24). Interim, not final — comments ran to July 24 — but the $800 threshold returns in no scenario.
• July 9, 2026 — Etsy began expecting DDP on US orders: duties and import fees accounted for upfront in your pricing, so the buyer pays the full cost at checkout.
• July 24, 2026 — the 10% Section 122 surcharge expires at 12:01 a.m. EDT, the 150-day statutory limit on a surcharge in force since February 24, 2026 (CBP CSMS #67844987). Only Congress can extend it, no bill has advanced, and no replacement has been published. The same morning, postal shipments move onto a new informal entry process.
• July 1, 2026 — if you also sell into the EU, every B2C consignment up to €150 now carries a flat €3 customs duty per tariff line (details below).

DDP routes from Vietnam that actually work

Routes verified July 15–16, 2026; costs as of mid-July 2026, plus duty at whatever rate applies on the day you ship.

All eight Vietnam routes — including Zonos, which is a genuine DDP setup for a Shopify storefront but not for Etsy, where you can’t change checkout — are in the free DDP Route Matrix, along with every dead end.

One route deserves its own warning. Local bao thuế (“tax included”) consolidators are far cheaper than the express carriers, but they don’t document how US clearance happens per parcel, and their offers contradict each other — see the FAQ below.

What does NOT work

• Etsy Shipping Labels — sold only to sellers in the US, Canada, Australia and the UK, so there is no DDP label inside Etsy for you at all.
• Vietnam Post / EMS Vietnam — no duty-prepaid product for the US. Vietnam Post Logistics confirms that with Entry Type 86 gone, US-bound goods need HS declarations and duty payment, but that happens on the US side; no prepaid product was found on either vnpost.vn or ems.com.vn.
• Viettel Post and J&T Express International — their international pages carry no US duty-prepay option; third-party guides describe the recipient paying. J&T doesn’t publish a US destination list at all.
• DHL eCommerce, Asendia e-PAQ, Spring GDS, Landmark Global — none of them onboard from Vietnam. Their Asian hubs are Singapore, Hong Kong, China and Japan, so using them means moving stock to another country under a separate contract.
• ShipStation and Sendcloud — you can’t open an account from Vietnam (ShipStation covers US/CA/UK/EU/AU/NZ; Sendcloud’s billing addresses are European, and its DDP is “only available with a direct contract”). Etsy names ShipStation among DDP options, but it’s irrelevant to you.

What Etsy actually enforces

Etsy expects non-US sellers to price duties and import fees in upfront through a DDP option. DDU isn’t blocked — the penalty is financial. Orders shipped without duties prepaid no longer qualify for Etsy Purchase Protection, and if a carrier bills your buyer tariffs or collection fees, the buyer can be refunded and the charge deducted from you. DDP-to-US also quietly entered Etsy’s search, advertising and recommendation ranking disclosures on October 16, 2025 — a small effect at most, but it’s there.

The tooling hasn’t caught up. There is still no DDP toggle in shipping settings: DDP comes from choosing a carrier service that supports it, and Etsy’s own list of DDP carriers is UPS, FedEx and DHL — the three you’d be using anyway. Etsy’s Zonos-powered estimator is a pricing calculator, not a DDP mechanism, and as of July 18, 2026 it still doesn’t work on listings with variations, so you classify those yourself. Etsy’s buyer-facing help still opens by telling buyers they are generally responsible for customs costs, the opposite of what the mandate asks of you — say so plainly in your listings. Etsy updated its master tariff article on July 16, 2026; that text sits behind a login and we haven’t read it, so check it in your own account.

There is one official escape hatch: Purchase Protection allows limited exceptions, at Etsy’s sole discretion, where a DDP option is genuinely not available. It requires the buyer’s explicit consent through Etsy Messages plus an accurate estimate of the charges, Etsy may verify that DDP really was unavailable, and the buyer gives up the right to dispute those charges. For Vietnam it’s a weak argument — the carrier routes above are genuinely available; the exception is aimed at origins with no working route at all.

Selling to the EU too?

Since July 1, 2026, every B2C consignment up to €150 entering the EU carries a flat €3 customs duty per tariff line — not per parcel, not per unit (Council Regulation (EU) 2026/382, running to July 1, 2028). Five identical items are one line, so €3; an item plus a different item is €6. The declarant pays: you, through the label, or your buyer at the door on a DDU shipment. Etsy has confirmed it does not collect the €3 at checkout — it lands at label creation or on the buyer at delivery. Full mechanics: the €3 EU customs fee explained and what it means on Etsy.

FAQ

How much US duty will my parcel carry? As of mid-July 2026 it’s the base HTS rate on your product’s line plus the 10% Section 122 surcharge, which applies to goods of all origins while it lasts. From our line-by-line check against hts.usitc.gov on July 16, 2026: a cotton cushion cover (6304.92.00.00) is 6.3%, a stoneware mug (6912.00.44.00) 10%, and every 4911.91 line — art prints, posters, photographs — is Free and named in the “informational materials” exemption (HTS 9903.03.11), so prints shouldn’t carry the surcharge at all. The China Section 301 lists apply to China-origin goods only, so they don’t touch your Vietnamese-made items. Confirm your own classification before you price.

Can I keep sending US orders through Vietnam Post? Not as DDP: neither VNPost nor EMS Vietnam sells a duty-prepaid product for the US, so duty is settled on the US side and the order doesn’t meet what Etsy expects. From July 24, 2026, postal shipments up to $2,500 move onto a new informal entry process: the owner, purchaser or a licensed broker files a monthly worksheet with 10-digit HTS classification and pays through Pay.gov by the 7th of the following month, instead of duty being collected at delivery. Goods with PGA requirements or Chapter 98/99 duties go through formal entry instead.

Are the cheap bao thuế forwarders a real DDP option? They look cheap: one forwarder’s July 2026 price list shows 0.5 kg to the US at 469,000 VND ($18) headlined “bao thuế 100%”, though the same list excludes VAT and fuel surcharge, while two competitors quote 1,069,000 VND ($41) for 1 kg and 1,119,000 VND (~$43) for 0.5 kg. The offers also contradict themselves — one forwarder’s own FAQ says duty depends on the value and type of goods and the recipient may still have to pay, and another doesn’t promise tax-inclusive delivery to the US at all. Nobody publishes how US clearance is performed per parcel, so you get no per-parcel evidence that duty was paid, which is exactly what Purchase Protection turns on.

I’ve read the Section 122 surcharge was raised to 15% — is that right? No. Several logistics sites publish that headline, but no proclamation ever raised the rate. 15% is the ceiling the statute puts on a Section 122 surcharge — “not to exceed 15 percent ad valorem” (19 U.S.C. §2132) — not the rate in force. CBP’s operative notice, CSMS #67844987, still carries 10%, and 10% is what applies until it lapses.

What actually happens on July 24? The surcharge lapses at 12:01 a.m. EDT, and nothing published so far replaces it. USTR has proposed a Section 301 forced-labor schedule that would put Vietnam in the 12.5% tier (14 economies at 10%, the other 46 at 12.5%), but as of July 19, 2026 there is no final action and no effective date — don’t reprice against it. What doesn’t change either way: de minimis stays gone, the postal process switches that morning, and Etsy still expects DDP.
