Etsy DDP Ukraine: DDP Shipping from Ukraine to the US
Ukraine is one of the easier origins to fix: both national carriers let you, the sender, prepay the US duty at dispatch — no contract, no minimum volume, nothing for your buyer to pay. Etsy sells no shipping labels to Ukrainian sellers, so DDP comes from outside Etsy: Ukrposhta’s e-Export cabinet, Nova Poshta’s “customs payer — Sender” option, or a consolidator like Western Bid or SkladUSA. Before you reprice: the flat 10% those carriers quote is a US surcharge that expires July 24, 2026.
What changed for Ukraine sellers
- August 29, 2025 — the $800 de minimis exemption ended for every country (EO 14324). Every commercial parcel into the US is now assessed for duty.
- February 28, 2026 — the postal flat fee ended. The $80 / $160 / $200-per-item option is gone; postal duty is ad valorem only.
- June 24, 2026 — CBP made the repeal durable with two interim final rules (2026-12670, non-postal, in force that day; 2026-12669, mail, from July 24). De minimis is not coming back.
- July 9, 2026 — Etsy began expecting a DDP option on US orders, announced June 9. Not a block; the enforcement is financial.
- July 21–24, 2026 — Ukrposhta’s own switch. Cabinet and API update July 21; from July 24 it charges category rates by 10-digit UKTZED code, required on every item, and lifts its simplified-clearance ceiling from $800 to $2,500.
- July 24, 2026 — the 10% Section 122 surcharge expires at 12:01 a.m. EDT, and the new US postal informal entry process starts that morning. What replaces the surcharge is undecided.
As of mid-July 2026, US duty is an item’s base MFN rate plus that 10% surcharge, and it follows where the item was made, not where you post it. A flat 10% is not automatically the whole bill: MFN is Free on candles, bar soap and printed matter, 5% on sterling silver jewelry, 10% on a stoneware mug. Put a true origin and an HS code on every label. One quirk worth money: art prints escape the surcharge under HTS 9903.03.11 (informational materials — posters, photographs, artworks) and are Free under 4911.91 anyway, so they owe 0% until July 24. A carrier’s flat 10% ignores that — check the duty line on your first labels.

Only the consolidators have real Etsy integration — Western Bid imports orders and pushes tracking back; with postal routes you paste tracking in by hand. Nova Poshta has not published how its sender-pays option changes after July 24, so ask before booking across that date. What does not work from Ukraine
- UPS directly — international services to and from Ukraine have been suspended since 2022. The Nova Poshta–UPS partnership of February 18, 2026 covers only the US-to-Ukraine direction.
- Meest — recipient-pays only since December 1, 2025: your buyer gets a payment link for 17% duty plus $7.50 brokerage, capped at $800 declared value. Exactly what Etsy penalizes.
- Nova Poshta set to “customs payer — Recipient” — right carrier, wrong setting: that is DAP, and your buyer is billed 10% plus brokerage from $25.
- Etsy Shipping Labels — sold only to US, Canadian, British and Australian sellers; no in-Etsy DDP label for Ukraine.
- Sendcloud, ShipStation, Easyship, Asendia and Spring GDS — none accept Ukraine as an origin country.
What Etsy’s DDP expectation means for a Ukrainian shop
Etsy asks sellers to price in all costs, duties and import fees included, so US buyers pay the full amount at checkout. Since July 9:
- Purchase Protection. Orders shipped without duties prepaid no longer qualify.
- Payout deductions. If the carrier charges your buyer tariffs or collection fees, they can be refunded and deducted from you — and a refused delivery costs far more than the duty.
- Ranking. DDP to the US has sat in Etsy’s ranking disclosures since October 16, 2025 — likely a small effect, but documented.
The tooling has not caught up. There is no DDP toggle in shipping settings; DDP arrives with the carrier service you pick, and Etsy’s named DDP carriers are UPS, FedEx and DHL — UPS being unavailable from Ukraine. The Zonos-powered estimator only estimates and pays nothing, and at our July 18 check it still failed on listings with variations. Buyer-facing help still tells buyers they are generally responsible for these costs.
Etsy may recognize limited exceptions, at its sole discretion, where DDP is “genuinely not available”: explicit buyer consent through Etsy Messages plus an accurate estimate of the charges, and the buyer gives up any dispute right. From Ukraine that argument is weak — two prepaid postal routes are open.
Selling to the EU too?
Ukraine-to-EU parcels cross a customs border too. Since July 1, 2026 a flat €3 customs duty applies to B2C consignments up to €150, charged per tariff line, not per parcel — five identical shirts are €3, a shirt plus a watch is €6. FAQ
Is the 10% my carrier charges the whole US duty? Often not. As of mid-July 2026 that 10% is a surcharge on top of the base MFN rate for your HS code — SkladUSA says so explicitly, adding “10% plus the standard US import duty.” Ukrposhta and Nova Poshta quote a flat 10% for goods of Ukrainian origin. For goods made elsewhere, expect more and calculate by HS code.
Should I reprice my US listings before July 24? Not yet. The surcharge lapses at 12:01 a.m. EDT on July 24, only Congress could extend it and no bill exists, and the replacement is undecided. USTR’s proposed Section 301 forced-labor schedule — 10% for 14 economies, 12.5% for the other 46 — remains a proposal with no effective date, and Ukraine is not among the 60 economies investigated. Ignore reports that Section 122 rose to 15%: no proclamation did that — 15% is the statutory ceiling (19 U.S.C. §2132, “not to exceed 15 percent ad valorem”), not the rate, which stays 10% until expiry.
My order is worth more than $800 — does prepaid duty still work? Ukrposhta’s prepaid duty runs inside simplified clearance: commercial parcels above $800 are not charged the 10% at dispatch, and US customs collects from the recipient instead — not DDP. From July 24, 2026 that threshold rises to $2,500. For higher-value orders, use a route that bills duty back to your own account.
