Etsy DDP France: DDP Shipping from France to the US
Selling from France to US buyers, your DDP label is bought outside Etsy: Etsy Shipping Labels are not sold to French sellers, and the cheapest no-contract route is a Colissimo label franked online at laposte.fr, with US duty charged when you pay for postage. Etsy has expected DDP on US orders since 9 July 2026; in mid-July 2026 that route ran about €44–47 all-in for 0.5 kg carrying $100 of goods.
What changed for France sellers
- 29 August 2025 — the $800 de minimis exemption ended worldwide (EO 14324): duty from the first dollar. La Poste restored US shipments only through Colissimo bought online.
- 28 February 2026 — the postal flat fee ended. The $80/$160/$200-per-item transitional option is gone; duty is ad valorem only.
- 24 June 2026 — CBP made the framework durable with two interim final rules (FR 2026-12670 and 2026-12669) — interim, not final, but de minimis is not coming back.
- 1 July 2026 — the EU’s €3 charge started on consignments up to €150 entering the EU (Council Regulation (EU) 2026/382), charged per tariff line. France suspended its own €2 charge the same day, so the two never overlapped.
- 9 July 2026 — Etsy began expecting DDP on US orders from non-US sellers. Not a block; the enforcement is financial.
- 24 July 2026 — the 10% Section 122 surcharge expires at 12:01 a.m. EDT; what replaces it is undecided. The postal channel switches to a new informal entry process the same day: duty moves to a monthly worksheet paid via Pay.gov by the 7th, so a July parcel is settled by 7 August.
As of mid-July 2026 duty is the base MFN rate for your HTSUS code — 0% on many handmade lines — plus 10% of item value through 23 July. Prints and photographs are excluded from the surcharge by HTS line 9903.03.11 and 4911.91 lines are Free, so a typical print cleared at 0% on 16 July.
DDP routes from France that actually work
Real DDP means duty prepaid on the label or billed to your carrier account after clearance — a checkout estimate with neither underneath is not DDP.

FedEx offers the same billed-to-sender setup on a free account. Its charge is the Duty and Tax Forwarding Fee — the greater of $15 or 2% of duty, tax and MPF up to $800 of customs value, $29 or 2% above, in force since 5 January 2026. Watch the naming: FedEx runs two separate fees for fronting duty and most quotes online mix them up. The forwarding fee is the one that lands on a bill-sender label, where the duty payer sits outside the destination country — that is you. The Disbursement Fee, the greater of $15 or 2% and rising to $17.50 or 2.5% on 20 July 2026, applies when the duty is collected from your US buyer instead, and the “2.5%, minimum €15” figure on European FedEx pages is the fee for parcels entering the EU, not leaving it. FedEx keeps the schedule behind an account login, so check the line on your first invoice. Chronopost is also on the government’s approved list, but retail Chronopost is DAP — duties are requested from your recipient at delivery, and it is DDP only on a contract account.
Aggregators only pass DDP through: Easyship works on a free plan because the courier underneath does it, Sendcloud needs your own carrier contract, ShipStation’s DDP flag is undocumented for French accounts. Every France route, including what to avoid: the free DDP Route Matrix.
What does not work from France
- Etsy Shipping Labels — sold only to US, Canada, UK and Australia sellers; there is no native Etsy DDP label here.
- Delivengo — US labels suspended since 25 August 2025; the official permitted-channel list (service-public.gouv.fr, 18 March 2026) names only Colissimo online under €650 and Chronopost.
- Boxtal and Packlink — DAP only; Boxtal’s own help warns that charges the recipient refuses come back to you.
- Mondial Relay — no US service; the network covers France and parts of the EU.
- Happy-Post and Landmark Global — Happy-Post suspended its postal and FedEx US services; Landmark takes high-volume contracts only.
What Etsy’s 9 July expectation means for you
Etsy’s 9 June 2026 announcement expects sellers to price all costs upfront for US buyers, duties and import fees included, using a DDP shipping option. Three consequences if you do not:
- Purchase Protection: orders shipped without duties prepaid no longer qualify.
- Payout deductions: tariffs or collection fees charged to your buyer are refundable to them and deducted from you.
- Ranking: DDP-to-US has been in Etsy’s Search, Advertisement and Recommendation Ranking Disclosures since 16 October 2025 — probably a small factor, but documented.
The tooling has not caught up. There is no DDP toggle in shipping settings — DDP is a property of the carrier service you pick, and Etsy’s named DDP carriers are UPS, FedEx and DHL. The duty estimator still fails on listings with variations, and Etsy’s buyer-facing help still opens by telling buyers they are generally responsible for these charges. For a French shop it matters less: labels live outside Etsy anyway — buy the DDP label at the carrier and paste the tracking into the order.
One official escape hatch exists: Etsy may, at its sole discretion, recognize limited exceptions where DDP is genuinely not available. It needs the buyer’s explicit consent through Etsy Messages, an accurate estimate of the charges, and the buyer giving up dispute rights over them. With Colissimo open without a contract, France will rarely qualify.
Your EU buyers are untouched by the €3 charge — it applies to goods entering the EU (how it works); the US route is the real problem.
FAQ
Can I still send US orders through La Poste? Yes — Colissimo International franked online at laposte.fr, item value up to €650, duty charged when you pay for postage. You need a complete CN23, commercial invoice, correct HS codes and country of origin; non-compliant parcels can be returned or destroyed, minimum $100 penalty.
My buyer was asked to pay at the door. What went wrong? The parcel travelled DAP — the default for retail Chronopost, Boxtal and Packlink. Since 9 July those charges can be refunded to your buyer and deducted from your payout. In early July one EU seller had a buyer refuse a $300-ish parcel over roughly $270 in door charges, refunded in full and paused US sales.
What happens on 24 July? The 10% surcharge lapses at 12:01 a.m. EDT. USTR has proposed a Section 301 schedule putting EU member states, France included, in a 10% tier and most other economies at 12.5% — but as of 19 July there is no final action and no effective date — do not price against it. Ignore posts claiming the surcharge was raised to 15%: no proclamation changed it — 15% is the cap the statute puts on a Section 122 surcharge, “not to exceed 15 percent ad valorem” (19 U.S.C. §2132), not the rate in force — and the operative CBP notice (CSMS #67844987) still carries 10%. The verified answer goes to the email list that morning.
