Etsy DDP Spain: DDP Shipping from Spain to the US

If you sell from Spain to US buyers, you need a route that settles US import duty before delivery — and Spain has one at plain retail: Correos collects the US duty at the counter when you ship, for parcels up to $800. That meets the DDP expectation Etsy has applied to non-US sellers since July 9, 2026. Etsy sells no labels in Spain, and Packlink — its own partner here — cannot do DDP.

What changed for Spain sellers

  • August 29, 2025 — the $800 de minimis exemption ended for every country (EO 14324). Correos resumed US shipments on October 3, 2025, collecting duty at origin.
  • February 28, 2026 — the postal flat fee ended. The $80/$160/$200-per-item option is gone; postal duty is ad valorem only.
  • June 24, 2026 — CBP made the removal durable with two interim final rules (FR 2026-12670 and 2026-12669). Interim, not final, but de minimis is not coming back.
  • July 1, 2026 — the EU’s €3 duty started on consignments up to €150 entering the EU (Regulation (EU) 2026/382), charged per tariff line, not per parcel.
  • July 9, 2026 — Etsy began expecting DDP on US orders from non-US sellers. Not a block; enforcement is financial.
  • July 24, 2026 — the 10% Section 122 surcharge expires at 12:01 a.m. EDT, 150 days after it started. Only Congress can extend it, and no bill has advanced. The same morning, postal parcels up to $2,500 move to a new CBP informal entry process: a monthly HTS spreadsheet paid through Pay.gov by the 7th of the next month, first payment August 7.

As of mid-July 2026, duty is the item’s base MFN rate for its HS code plus that 10% surcharge, through July 23. Many handmade categories sit at 0% MFN, so the bill is about $10 (roughly €9) on a $100 item; some run to 50%. Duty follows where an item was made, not where you post it. While Section 122 lasts, art prints, posters and photographs are excluded from the surcharge (HTS 9903.03.11) and their 4911.91 lines are duty-free.

One FedEx trap: the carrier runs two separate fees for fronting duty and most quotes online mix them up. The Duty and Tax Forwarding Fee above is the one that lands on a bill-sender label, where the duty payer sits outside the destination country — that is you. The Disbursement Fee, the greater of $15 or 2% and rising to $17.50 or 2.5% on July 20, 2026, is the other one: it applies when the duty is collected from your US buyer instead. The “2.5%, minimum €15” figure on European FedEx pages is a third thing again — the fee for parcels entering the EU, not leaving it. FedEx keeps the schedule behind an account login, so check the line on your first invoice.

You buy the label outside Etsy and paste the tracking number into the order. Easyship (self-serve, $10–15 DDP handling fee), contract-only Asendia and Spring GDS (over 100 parcels a month), Zonos (a calculator, useless for Etsy orders) and all eleven channels to avoid are in the free DDP Route Matrix.

What does not work from Spain

  • Etsy Shipping Labels — sold only in the US, Canada, the UK and Australia; no in-Etsy DDP label for Spain.
  • Packlink / Packlink PRO — Etsy’s official partner here, yet its help says customs costs outside the EU are paid by the recipient, and refused charges are re-billed to you.
  • SEUR and Correos Express — no public US DDP; SEUR’s terms document only DAP outside the EU, and Correos Express points small shippers to Correos offices.
  • Sendcloud, Shippo and ShipStation — no DDP on their own Spanish rates; they only flag DDP to a carrier account you bring. Shippo dropped Correos on June 15, 2026.
  • Shipping as a guest — UPS paid by card and MyDHL+ guest labels are DDU only.

What Etsy’s mandate does to you

Etsy expects non-US sellers to price duties and import fees into US orders via a DDP option. Three consequences:

  1. Purchase Protection: orders shipped without duties prepaid no longer qualify.
  2. Payout deductions: tariffs or collection fees charged to your buyer can be refunded to them and deducted from you.
  3. Ranking: DDP-to-US entered Etsy’s ranking disclosures on October 16, 2025; any boost is probably small.

The tooling has not caught up. There is no DDP toggle in shipping settings — DDP comes from the carrier service you pick, and Etsy’s named carriers (UPS, FedEx, DHL) are all driven from outside Etsy in Spain. The beta tariff estimator still fails on listings with variations, its HS codes are AI-generated and not guaranteed, and Etsy’s buyer-facing help still opens by telling buyers they are responsible for customs costs. Set your own HS codes; say the opposite in your listings.

One escape hatch: Etsy recognizes limited exceptions, at its sole discretion, where DDP is genuinely not available — buyer consent through Etsy Messages, an accurate estimate of the charges, and the buyer giving up disputes. From Spain you will rarely qualify: Correos sells DDP over the counter.

Selling from Spanish stock to EU buyers is untouched by the €3 charge — it is an import duty on goods entering the EU (how it works). The US route is the real problem.

FAQ

Does Correos really collect US duty when I ship? Yes, up to $800 — the duty is charged with the postage and Correos transmits it to CBP, so your buyer pays nothing on delivery. Above $800 the recipient pays and it stops being DDP. Check the duty line on your first receipts against your own HS classification. The postal process changes on July 24 — check the live matrix that week.

How much does DDP shipping from Spain to the US cost? Postage, the duty, and a fee for fronting it. As of mid-July 2026 that fee is an unpublished handling charge at Correos, 2% of the tax charges (minimum €17) at DHL Express, €22.85 per shipment at UPS, and the greater of $15 or 2% at FedEx up to $800 of customs value, $29 or 2% above. The FedEx line is its Duty and Tax Forwarding Fee, which is what a bill-sender label draws; the Disbursement Fee you will see quoted for US imports — rising to $17.50 or 2.5% on July 20, 2026 — is the fee for when your buyer pays instead. The duty on a $100 item is about €9 where the MFN rate is zero.

Should I reprice before July 24? Wait for facts. The surcharge lapses that morning by operation of law and nothing published replaces it: USTR’s proposed Section 301 schedule (10% for 14 economies, EU members like Spain among them; 12.5% for the other 46) was still only a proposal in mid-July — no final action, no effective date. Ignore posts claiming it was raised to 15%: no proclamation ever modified it, and 15% is only the cap the statute puts on a Section 122 surcharge — “not to exceed 15 percent ad valorem” (19 U.S.C. §2132) — not the rate in force. CBP’s operative notice (CSMS #67844987) still shows 10%.
