Etsy DDP Italy: DDP Shipping from Italy to the US
Selling from Italy to US buyers means settling the import duty before the parcel reaches the door — and Italy is one of the few countries where you can do that at a post-office counter with no contract: Poste Italiane’s Servizio Gestione Dazi, €1.22 per parcel on top of postage and the duty. Etsy has expected a DDP option on US orders since July 9, 2026, and sells no shipping labels to Italian sellers, so every DDP label comes from an outside carrier. DHL Express, UPS and FedEx accounts do the same, billing the duty back to you after clearance.
What changed for Italy sellers
- August 29, 2025 — the $800 de minimis exemption ended for every country (EO 14324). Practically every commercial parcel into the US owes duty.
- February 28, 2026 — the postal flat fee ended. The $80/$160/$200-per-item option is gone; postal duty is ad valorem only.
- June 24, 2026 — CBP made the removal durable with two interim final rules (FR 2026-12670 and -12669) — interim, not final, but no scenario brings de minimis back.
- July 1, 2026 — the EU’s €3 duty started on consignments up to €150 entering the EU (Council Regulation (EU) 2026/382), charged per tariff line, not per parcel.
- July 9, 2026 — Etsy began expecting DDP on US orders from non-US sellers. Not a block; enforcement is financial.
- July 24, 2026 — the 10% Section 122 surcharge expires at 12:01 a.m. EDT, 150 days after taking effect on February 24, 2026; no extension exists. Postal parcels up to $2,500 move to CBP’s new informal entry process the same morning, first payment due August 7 via Pay.gov.
As of mid-July 2026 duty is the item’s base MFN rate for its HS code plus that 10% surcharge, and it follows where the goods were made, not where you post them; Poste publishes a flat 10% of value for EU-origin items. Art prints, posters and photographs are excluded from the surcharge (HTS 9903.03.11) and their 4911.91 lines are Free — a typical print sat at 0% on July 16, 2026, an exclusion that dies with Section 122.
What replaces it is undecided: USTR’s proposed Section 301 schedule (10% for 14 economies, EU members included; 12.5% for the other 46) had no final action and no effective date in mid-July. Ignore posts claiming the surcharge was raised — no proclamation modified it, and CBP’s notice (CSMS #67844987) still shows 10%. July 24 can change the rate; it does not bring back duty-free entry.
DDP routes from Italy that actually work
Real DDP means the duty is prepaid or billed to you, never your buyer. A checkout estimate alone is not DDP.

One FedEx trap: the carrier runs two separate fees for fronting duty and most quotes online mix them up. The Duty and Tax Forwarding Fee above is the one that lands on a bill-sender label, where the duty payer sits outside the destination country — that is you. The Disbursement Fee, the greater of $15 or 2% and rising to $17.50 or 2.5% on July 20, 2026, is the other one: it applies when the duty is collected from your US buyer instead. The “2.5%, minimum €15” figure on European FedEx pages is a third thing again — the fee for parcels entering the EU, not leaving it. FedEx keeps the schedule behind an account login, so check the line on your first invoice.
All four satisfy Etsy: the buyer pays nothing on delivery. You buy the label outside Etsy and paste tracking in. Sendcloud and ShippyPro add automation, not DDP — they flag DDP to your own carrier contract, on paid plans only (Lite ~€35–38 a month; ShippyPro from €199). What does not work from Italy
- Etsy Shipping Labels — sold only to sellers in the US, Canada, the UK and Australia; no in-Etsy DDP label exists for Italy.
- BRT (Bartolini) — US shipping only under a direct contract through a sales rep; no one-off retail parcels.
- Packlink and Packlink PRO — no standard DDP: duties are not included, the recipient pays, and a refused parcel is billed back to you.
- Shippo and ShipStation — Shippo supports domestic-only outbound from Italy; ShipStation does not list Italy as an origin country.
- Any courier without an account — billing duties to yourself needs a UPS six-digit account number, a DHL Express account or a FedEx account; UPS and FedEx accounts are free, but the step is mandatory.
What Etsy expects, and what skipping it costs
Etsy announced on June 9, 2026 that from July 9 sellers are expected to price in all costs, duties and import fees included, through a DDP shipping option. Orders shipped without duties prepaid lose Purchase Protection; tariffs or collection fees charged to your buyer can be refunded to them and deducted from you; and DDP-to-US has sat in Etsy’s ranking disclosures since October 16, 2025, though any boost is probably small. In an early-July case a US buyer refused a ~$300 order over about $270 demanded at the door; the German seller refunded in full and paused US sales.
The tooling has not caught up. As of mid-July 2026 there is no DDP toggle in shipping settings — DDP comes from the carrier service you pick, and Etsy names UPS, FedEx and DHL. The beta duty estimator still fails on listings with variations, and its HS codes are AI-generated and disclaimed. Etsy’s buyer help still opens by telling buyers they are generally responsible for customs charges. Etsy updated its tariff Handbook article on July 16, 2026 — read it in your account.
One escape hatch: at its sole discretion Etsy recognizes limited exceptions where DDP is genuinely not available — buyer consent through Etsy Messages, an accurate fee estimate, the buyer giving up disputes, Etsy free to verify. From Italy you will rarely qualify, with Poste at every post office.
Selling from Italian stock to other EU countries is untouched by the €3 charge — it is a duty on goods entering the EU (how it works); the US route is the real problem.

Can I really ship DDP from any Italian post office? Yes. Servizio Gestione Dazi has been at every Ufficio Postale since February 23, 2026, and online through Poste Delivery Web since December 1, 2025. You pay the calculated duty plus €1.22 per parcel at acceptance, and your buyer pays nothing on delivery.
How much does DDP shipping from Italy to the US cost? Postage, plus the duty, plus a fee for fronting it. As of mid-July 2026 that fee is €1.22 at Poste, 2% of duty and VAT with an €18 minimum at DHL Express, €24.70 per shipment at UPS, and the greater of $15 or 2% at FedEx up to $800 of customs value, $29 or 2% above. The FedEx line is its Duty and Tax Forwarding Fee, which is what a bill-sender label draws; the Disbursement Fee you will see quoted for US imports — rising to $17.50 or 2.5% on July 20, 2026 — is the fee for when your buyer pays instead. Poste’s retail Standard starts at €25.80; UPS and FedEx freight is quote-only. Opening accounts costs nothing at UPS and FedEx, and the Poste counter needs no account at all.
Should I reprice before July 24? Not yet. The surcharge lapses by law at 12:01 a.m. EDT that morning, no extension exists, and the proposed replacement had no final action and no effective date in mid-July. Any number you set today is a guess; the email list carries the verified answer that morning.
